An expert in digital transformation, international cooperation, and public sector reform. He has extensive experience in project management of reforms, crisis communications, and systemic change implementation in the government sector.

Currently serves as Deputy Minister for Veterans Affairs of Ukraine, responsible for the digital transformation of veteran services, the development of a digital ecosystem, and international partnerships.

Previously worked at the Reforms Support Office of the Ministry of Defense of Ukraine (2022–2025), where he initiated the Reform Donor Council (35 countries) and coordinated key digital projects such as Army+, Reserve+, the Oberig register, and the launch of a national recruiting center system.

Led the Good Governance Fund in Ukraine (2020–2022), a UK Government programme that delivered 12 large-scale public administration reform projects in cooperation with six ministries. Notable achievements include the development of Ukraine’s Plan for the Ukraine Facility programme and the opening of a Diia.Business center in Warsaw.

Has experience coordinating UN crisis communications in Ukraine, and previously worked with the Verkhovna Rada and the Ministry of Economy, where he was responsible for international relations, strategic communications, and reform advocacy.
