Coalition of the Willing for Ukraine Tracker: From Words to Action

Experts from the Sahaidachnyi Security Center have joined the Coalition of the Willing for Ukraine Tracker a project that studies and assesses the political readiness of allies to deploy forces – on land, in the air, or at sea – to establish a military presence in or around Ukraine, with the aim of ensuring Ukraine’s security.

The project gathers data from leading experts in 16 countries. It not only examines the political will of allies but also asks the most important question: when, with what forces, and under what conditions are they ready to act? At the same time, it evaluates the roles these forces could play – defensive or offensive – where national “red lines” lie, and which resources are actually available, rather than just declared on paper.

The contribution of Ukrainian experts to the project is the policy brief “Ukraine: Sobered after Four Years of Indecision”, published in 2025 by the Norwegian Institute of International Affairs (NUPI). Its authors are Stanislav Boyko, Associate Senior Analyst at Sahaidachnyi Security Center, and Lesya Ogryzko, Director of Sahaidachnyi Security Center. The document presents Ukraine as a state that has recognized its key role in shaping the future European security architecture and the need for concrete, not symbolic, guarantees.

The Coalition of the Willing for Ukraine Tracker is the first real attempt to systematically assess allies’ readiness for rapid and flexible action without institutional blockages.
