Defence First: A New Coordination Framework in the Defence Sector

A new defence coalition, Defence First, is being established in Ukraine — bringing together Ukrainian non-governmental organisations and analytical centres operating in the security and defence sector. The initiative was announced on 26 February by the Sahaidachnyi Security Center, together with the Better Regulation Delivery Office (BRDO), during a joint event dedicated to the institutional and financial challenges facing Ukraine’s security and defence sector.

Defence First is conceived as a permanent platform for coordination. Its mission is to shape a coherent defence reform agenda, synchronise analytical and advocacy efforts, strengthen institutional capacity, and build structured cooperation with state institutions and international partners.

Independent Anti-Corruption Commission (NAKO),
Transparency International Ukraine,
Charitable Foundation Dignitas,
NGO Aerorozvidka,
Economic Security Council of Ukraine,
Centre for Policy Making,
Boryviter Military School,
Foundation for Support of Reforms in Ukraine,
NGO Price of Freedom,
Regional Center for Human Rights.

The value of the coalition lies in a unified sectoral voice that will strengthen influence over decision-making and accelerate the necessary reforms.
