Catarina Buchatskiy is a US-Ukraine Programs Specialist at the Sahaidachnyi Security Center, where she works on developing strategies and policy initiatives aimed at deepening US–Ukraine defense and security cooperation, particularly in the industrialization and emerging technologies sector.
She graduated with a degree in International Security and Military History from Stanford University, where she specialized in information operations and hybrid warfare.
She has worked extensively in defense innovation and security policy, serving as Senior Defense Innovation Director at the Kyiv School of Economics and a Research Assistant at the Hoover Institution, where she analyzed UAV warfare and cross-theater military strategy. Catarina is also the Co-Founder of The Shadows Project, an NGO countering Russian information operations.
Her research has spanned topics such as Russian hybrid warfare, U.S.-Ukrainian defense partnerships, and the role of AI in military decision-making. She is also a certified FPV drone pilot and is actively engaged in the Ukrainian defense technologies and startup ecosystem.
